A consultancy practice that provides private and public sector clients with an independent advisory service in the traffic, highway and transport fields. Since its inception in l985 the practice has worked for a wide variety of clients in most areas of development planning. The practice became a Partnership in 1990 and incorporated in 2002. All work is carried out under the personal supervision of Richard Parker.



SYNOPSIS

Richard Parker has over 30 years experience of traffic engineering and transport planning projects. After early experience working in Local Government he moved into the private sector where he has spent the majority of his career. C.V.
Initially he worked for one of the UK's largest firms of Consulting Engineers where he developed a broad range of skills engaged on a wide variety of projects in the UK and overseas for public and private sector clients.
In later years he worked at a senior level in charge of a number of projects and responsible for teams of professional staff.
In l985 he left their employment and set up on his own account.

A major proportion of his early experience was in the transport planning field where he was involved with the formulation and evaluation of long-term investment plans for transport infrastructure on a number of urban and regional studies. This work involved data collection and analysis, development of computer based forecasting and econometric models, travel predictions, the formulation of alternative solutions and the testing and evaluation of each alternative plan.

Whilst still continuing to give advice in this area in recent years he has concentrated on the preliminary planning of developments in the retail, commercial, residential and recreational fields. This work usually involves considerable liaison with Planning and Highway Authorities to enable an acceptable traffic and highway engineering solution to be developed and embraces many disciplines other than engineering, ie transport economics, environmental appraisal, statistics and traffic law.
In many cases the work involves presenting expert evidence at planning appeals.

During his career he has worked overseas and advised a number of foreign governments and government departments on the implications of pursuing particular transport policies and plans. He has worked on a number of Department of Transport projects and is fully conversant with their standards for traffic and highway engineering solutions to transport problems.

He has written a number of articles for the technical press and has presented a number of papers on traffic engineering matters, in particular the impact of out-of-town retailing.


TRAFFIC ENGINEERING

TRAFFIC ADVICE:
Assessment of the impact of new developments, problems associated with expansion, car parking, access and circulation, junction layouts, input to planning applications.
TRANSPORT ASSESSMENTS (TA and TIA):
Preparation of both TA's and TIA's for a wide range of developments in accordance with national guidelines and IHT advice.
DEVELOPMENT / INFRASTRUCTURE PLANNING:
Advice on retail, commercial, industrial, mineral, land-fill, recreational and residential developments, assessment of travel demand, planning applications, legal agreements, expert witness at planning appeals.
TRAFFIC PLANNING:
Traffic forecasting and evaluation, impact analysis, capacity problems, traffic studies, traffic counts and analysis, road safety.
TRAFFIC MANAGEMENT:
Evaluation of junction improvements, delay/capacity calculations, traffic signals, junction layouts, design and assessment of traffic calming measures.

TRANSPORT PLANNING

GREEN TRAVEL PLANS:
Preparation of GTP's (aka Company or Staff Travel plans) for schools, offices, commercial and leisure uses.
TRANSPORT PLANNING:
Assessment of transport demand, integrated transport systems, park-and-ride,freight transport, regional appraisal, data collection and analysis.
ECONOMIC APPRAISAL: Evaluation of transport improvements, value for money studies, cost-benefit assessments, COBA.

HIGHWAY ENGINEERING

HIGHWAY PLANNING & PRELIMINARY DESIGN:
Traffic forecasts, highway capacity and scheme appraisal, design of road and junction layouts, preliminary costings, estate roads.
IMPACT OF TRUNK ROAD SCHEMES:
Review of HA proposals, COBA evaluations.

SAFETY ENGINEERING

SAFETY AUDITS:
Carrying out safety audits of highway improvements in accordance with DoT and IHT guidelines.
ACCIDENT INVESTIGATIONS:
On behalf of plaintiff or defendant preparing a report on circumstances of an accident, likely contributory factors and opinion as to liability. Expert evidence at hearings.

ENVIRONMENTAL STUDIES

Provision of traffic and highway engineering input Environmental Statements.

OTHER ACTIVITIES

EXPERT WITNESS:
Accredited expert witness with the Law Society. Evidence given in Court in civil litigation and to Lands Tribunal on land acquisition and compensation matters.
