A Selection Of Recent Major Projects
TAVISTOCK ROAD, PLYMOUTH.
140,000 ft2 of non-food retail development and 65,000 ft2 of B1 use on former water authority land adjacent to the Derriford roundabout. Extensive traffic impact analysis to demonstrate that the effects of this development were acceptable. Public consultation and giving evidence at Public Inquiry. The scheme opened in December 2001.
HEDGE END, HAMPSHIRE.
Advice on the impact of the extension of this major retail park to the local planning authority (Eastleigh) and presenting evidence at a Public Inquiry.
RINGWOOD ROAD, BOURNEMOUTH.
Redevelopment of this brownfield site to accommodate a 125,000ft2 non-food store including integration into the adjoining Retail Park.
SEVEN BRETHREN, BARNSTAPLE.
Redevelopment and extension of 45,000ft2 food store. Emphasis on non-car modes of transport and integration with existing bus, cycle and pedestrian facilities.
CROMWELL ROAD, ST. AUSTELL.
Traffic and highway engineering advice for a proposed 95,000 ft2 ASDA superstore located on the former Rugby Club site adjoining the A390. To include design of new roundabout, preparation of impact report, car parking and circulation and negotiations with the highway authority. Recent work was undertaken to enable a 45,000 ft2 DIY store to open on an adjoining site.
OUTLANDS ROAD, PLYMOUTH.
New superstore for Safeway plc on the former Farley's factory on Outland Road, Plymouth. To include major new junction onto the A386, traffic calming measures in adjoining streets, impact assessment and extensive negotiations with the highway authority. Presentation of evidence at Public Inquiry. The scheme was approved at Appeal and the store is now open.
Advice on the introduction of two large non-food retail units on the site of the Truro AFC ground. The proposal included a new roundabout on the A390 and a modified access to County Hall. The proposal was rejected on Appeal. Subsequently advice was given for the introduction of a foodstore on the same site.
New foodstore and petrol filling station for Safeway plc. Access was based on a new roundabout junction on the A386, this arrangement being preferred by the highway authority to a priority junction. Advice on the layout of car park, petrol filling station and servicing arrangements. The store opened in 1993.
Redevelopment of a BT site for 74,000ft2 non-food retail use. To include preparation of a IA, negotiations with highway authority and agreeing a package of improvements, including reconstruction of a major roundabout on the A390.
New food store and petrol filling station for Tesco on a waterfront site between Falmouth and Penryn. The proposal also provided for an access to the proposed 500 space Park and Ride facility on an adjoining site. Junction design, layout and traffic impact appraisal.
Extensive new garden centre and associated retail uses on a 10 acre site near Bournemouth. To include new roundabout access and 400 space car park.
Advice on the expansion of existing garden centres or the introduction of new developments in Towcester, Southampton and Fleet.
Major residential development (245 units) on a brownfield site close to Underground station. Issues involved: access sustainability, impact, non-car modes of access.
Redevelopment of a former sewage works on a site adjacent to Fareham Creek. Alternative options were for either mixed residential and commercial development or solely residential development for up to 140 dwellings. To include new signal controlled junction onto A32 and associated traffic management measures. Presenting evidence at Public Inquiry.
Preliminary planning of a 9.5ha (23.5 acres) residential development on the edge of this large village. To include new highway access and improvement to existing highways and junctions. Presenting evidence at Public Inquiry.
OXFORD STUDENTS ACCOMMODATION.
Two schemes to provide student hostel / bedsit accommodation for Oxford Brookes University. To include resolving access and impact problems, negotiations with City Council and appearing at Public Inquiry.
WOOTTON, nr BEDFORD.
Small development of 55 houses on a village extension site. Integration with existing facilities.
WINCHESTER HILL ROMSEY.
Contentious site on fringe of town centre. Resolving difference with the highway authority and then justifying location and proposal at Public inquiry.
ENSIGN WAY, HAMBLE.
Preparation of TIA for this 150 unit development, including resolving difficulties with access, contributions and sustainability.
THE DELL, SOUTHAMPTON.
TIA and advice on non-car modes of access to this 240 unit development on the former Southampton FC site.
Advice on numerous small sites (ie those with less than 100 units) including Walsall, Dorchester, Wokingham, Warsash, Romsey, Winchester, Hythe, Redruth, St Ives, Paulton (near Bath), Headington (Oxford), Torquay and Benson.
LOCAL PLAN ADVICE.
Advice on numerous sites being advanced through the Local Plan process. To include access, sustainability , impact and non-car modes of access issues. Sites included; West Moors (in East Dorset), Burnham /Highbridge (Sedgemoor District), Southbourne (Chichester), Winslow (Aylesbury Vale), Worgret (Purbeck), Andover (TestValley).
CHAFEYS LAKE, WEYMOUTH.
Proposed business park comprising l00,000 ft2 office space and 115,000 ft2 non-food retail space. Formulation of access arrangements and agreement with highway authority. Preparation of impact analysis. Present of evidence at Public Inquiry. The development was approved on Appeal.
BOTLEIGH GRANGE, HEDGE END.
Detailed traffic engineering advice on a proposed 250,000ft2 office campus set in landscaped parkland. Particular emphasis on retaining landscape features and for highway proposals to avoid sensitive areas. Junction design and negotiations with highway authority, advice on legal agreement.
HURN AIRPORT, DORSET.
Preliminary planning for a major new business park containing some 280,000ft2 of office space on land adjoining the Terminal Buildings, including long-term car parking for the Airport, an hotel, petrol filling station and leisure facilities. An Impact Report was prepared which identified improvements to a number of adjoining junctions.
Refurbishment and replacement of a number of out-dated buildings at the Hydraulics Research station. To include agreeing new access, assessing impact, agreeing Green Transport measure and transport contributions.
Redevelopment of a 7 hectare site B2 site with a new business park and some residential development on the edge of Ringwood.
ST AUSTELL BUSINESS PARK.
150,000 ft2 business park on the site of a former ECC parking yard. To include assessing (and mitigating) traffic impact , modifications to junctions, agreeing Green Travel initiative.
New garage complex (including sales, service, petrol, repairs and motorists restaurant) on a site adjoining the A429 in Oxfordshire which at that stage was a Trunk Road. The proposal included a new roundabout on the A429 The scheme was allowed on Appeal and opened in 1993.
ELING WHARF, TOTTON.
Design of new access into this site of the A36 bypass. Further advice on vehicle licensing and effect of proposed traffic management measures.
FLIGHT REFUELLING HURN.
Negotiations relating to the construction of a new hangar to accommodate the Nimrod reconnaissance aircraft. To include preparation of TIA.
GRAIN SILO, GOSFORD near OXFORD.
Preparation of TIA relating to redevelopment of 1940's grain silo to a BI office development. Integrating the access into this site with a proposed 850 space Park-and-Ride site. Assessing combined impact. Presenting evidence at joint Public Inquiry into the B1 and P&R proposals.
NEW TERMINAL BUILDING BOURNEMOUTH AIRPORT.
All traffic and transport aspects of the replacement terminal at BIA to accommodate up to 3m passengers per annum. Design of linked signal access off Parley lane, agreeing impact and sustainable transport measures. Agreement with Dorset CC.
PAULTON, near BATH.
New and replacement commercial premises at the existing print factory. Emphasis on ensuring HGV avoided the town centre. New roundabout junction.
MULTI STOREY CAR PARK , FALMOUTH.
Proposal for a 350 space multi-storey car park adjacent to town centre in Falmouth. This would enable the main shopping street to be pedestrianised. Agreeing impact and obtaining support of the highway authority. Presenting evidence at Public Inquiry. This scheme was considered unacceptable on environmental grounds despite the traffic benefits.
JCB FACTORY, CHEADLE.
Access arrangements to a new factory for JCB on the edge of this Staffordshire town. Agreeing layout of proposed new roundabout with highway authority and preparation of input to Environmental Assessment. Presentation of case at Inquiry. Permission granted.
SOUTHAMPTON INTERNATIONAL AIRPORT.
Advice on the effect of new road links close to the runway and ways of mitigating the effect.
POLICE CONTROL CENTRE, NETLEY.
New Command and Control centre for Hampshire Police to centralise their 999 control centre. Assessment of impact, access and parking arrangements. Negotiations with planning authority.
EMBLEY PARK SCHOOL, near ROMSEY.
Relocation of their Junior School from a site in Romsey to their Senior school site. To include assessment of impact , sustainable travel measures, mitigation of school traffic, green school transport scheme.
New facilities and teaching accommodation within the main campus. To include extension of existing parking controls, and student bus travel schemes.
OXFORD BROOKES UNIVERSITY.
Redevelopment of site to provide new a student accommodation on a site in Gipsy Lane recently vacated by various government offices. TIA, parking and sustainable travel measures.
CHURCHERS COLLEGE, PETERSFIELD.
Relocation of their Junior School from a remote location to the main camopus. Extensive public consultation, TIA, parking and access reorganisation.
New church for the Mormons in Watford; redevelopment and reorganisation of a church school / convent site in Waterlooville and redevelopment for residential of a vacated church site in Romsey.
ACLAND HOSPITAL, OXFORD.
Relocaton of this private hospital from its City Centre site to Oxford United's former Manor Ground site in Headington adjacent to the John Radcliffe hospital. Assessment of impact, public consultation, extensive negotiations on sustainable transport matters , giving evidence at Public Inquiry.
WESSEX NUFFIELD, CHANDLERS FORD.
Proposed extension to this private hospital. to include extensive surveys, assessment of impact, Green Travel Plan , contributions.
Advice on re-organisation / redevelopment proposals at various schools in Hampshire, including The Hayling School (Hayling Island); Henry Beaufort (Winchester); Bay House Schol (Gosport); St Josephs RC Primary School Lymington,; Priestlands School (Lymington).
BRITISH GRAND PRIX TRAFFIC INQUIRY.
Technical adviser to the Traffic Inquiry set up by the Motor Sports Association (the governing body of motor sports in the UK) to ensure that adequate measures were in place for the 2002 Grand Prix. This was to ensure that the FIA's threat of losing the Grand Prix was unjustified. To include overall assessment of highway, parking and access improvements and ensuring they were completed on time.
HAMPSHIRE COUNTY CRICKET CLUB.
A review of access and parking arrangements to the new Rose Bowl stadium outside Southampton, in particular to ensure that the ground would qualify for One-Day international status.
Proposed marina and marine heritage facility on site of former boat yard near Southampton. To include assessing impact, agreeing mitigation measures with highway authority, preparing sustainable transport proposals (water ferry, bus lnks from stations etc).
FALMOUTH INTERNATIONAL MARITIME INITIATIVE (FIMI).
This proposal by the National Maritime museum will provide a large display of ships in a maritime setting . To include preliminary layout of access and parking. Preparation of TIA, agreeing off-site parking measures (both Park and Ride and Float and Ride), measures to mitigate impact.
VISITORS CENTRE, HILLIERS ARBORETUM, AMPFIELD.
Assessing traffic impact of a new visitors centre to this world famous arboretum near Romsey. Access and car parking arrangements.
CHEESEFOOT HEAD, WINCHESTER MUSIC CONCERT.
Carrying out an assessment for Hampshire Police of the likely impact of a 45,000 person rock concert to be held in 1999 in the Cheesefoot Head natural amphitheatre. Subject to certain safeguards about access, routeing and emergency access the concert was licensed and now is permitted to accommodate 60,000 persons.
UNIVERSAL SHIPYARDS, HAMBLE.
Proposed marina extension to this popular boatyard on the Hamble, including redevelopment of a number of the existing sheds. To include improvements to the access road and minor junction improvements.
MINCHERY FARM OXFORD.
Assessment of impact for additional leisure facilities adjacent to the new Kassam football stadium for Oxford United.
Advice on the development or enhancement of a number of golf courses including those at Aldwickbury Farm (Harpenden), Redbourn (Hertfordshire), Hook Village (Warsash), Springs Hotel (near Crowmarsh) and Evendons Farm (Wokingham).
Advice has been given on the redevelopment, expansion or in some cases relocation of a number of football clubs including Stoke City, Oxford United, Truro City and Salisbury Town. Advice has also been given on the effect of the relocation of Southampton FC and Portsmouth FC.
MINERALS AND WASTE MANAGEMENT
Proposed additional Fullers Earth quarry near existing processing facility. Detailed assessment of alternative means of transporting the raw caly to existing plant, either by road, conveyor, pipeline private haul road. Preparation of TIA, extensive negotiations with highway authority, proposed mitigation measures, public consultation, Legal Agreements.
Proposed sand and gravel pit close to M25. Design of access, assessment of impact, input to Environmental Statement. Public Consultation. Negotiations with highway authority.
Proposed extension to this existing sand and gravel pit to permit landfill. Assessment of impact and input to Environmental Statement.
WASTE TRANSFER STATIONS.
Advice on the suitability of location of a number of waste transfer stations including sites in Hastings, Blandford, Fareham, Bridport and Poole.
Limestone quarry. Proposed Conditions under Section 96 of the Environmental Act 1995. Preparation of TIA; negotiations with highway authority, Inquiry.
ISLE OF GRAIN, KENT.
Proposed landfill site to accept domestic refuse. assessment of impact of HGV's on a busy principal road with poor accident rate. Mitigation measures. Negotiations with highway authority, Inquiry.
Preparation of TIA of increased rate of landfill to an existing site where the only access passed through a residential area. Additional advice on opportunity to import clay to line the pit and to vary the tipping rate further.
COPSHURST QUARRY, STOKE.
Existing clay pit just to the south of the urban area and subject to an IDO. Enhancement of access and assessment of effect of different extraction regimes.
NEWBOLD, NR. ASHBY.
Proposed open cast coal site with 1.2m tonnes potential. All coal would be taken by road to a railhead five miles away. Assessment of highway impact.
Proposed extension to sand and gravel pit close tpo sensitive urban area. Preparation of TIA . Give evidence at Inquiry.

TRAFFIC ENGINEERING ADVICE
Preparing Road Safety Audits in accordance with the Guidelines set out in HD19/94 and TA 42/94
ROAD ACCIDENT LITIGATION.
Preparation of expert reports relating to the likely causes of road accidents and of the condition and standard of maintenance of the highway. Advice on whether a highway authority has been negligent in its statutory duty. Attending Court as an expert witness. Mr Parker is a Checked Expert in the Law Society's Directory of Expert Witnesses.
TRAFFIC CALMING / MANAGEMENT. Preparation of reports proposing the introduction of traffic calming measures in residential and other sensitive areas. Mitigation measures associated with retail and leisure schemes.
LANDS TRIBUNALS CLAIMS.
Advice relating to land that has been acquired through the CPO process. To consider what options would have existed in the absence of the compulsory purchase and hence to assist a valuer in assessing the value of the acquired land. Advice given on a number of schemes associated with the Channel Tunnel Rail link and also on former GLC and other public sector land.
